From A new perspective to the Framework: a case study on the development of health promotion policy in Canada*

Director General, Health Promotion Directorate, Department of National Health and Welfare Ottawa, Ontario, Canada In November 1986 the Honourable Jake Epp, Minister of National Health and Welfare, released Achieving health for all: a framework for health promotion. This discussion paper is the Canadian government's most important statement on health promotion since it was identified as one of five health strategies in the 1974 book, A new perspective on the health of Canadians.

This case study focuses on the sign of the Framework as a milestone in the development of health promotion policy in Canada. The policy environment, political acceptance and process of development are described, as well as the introduction, implementation and impact of the Framework to date.

Finally, the lessons learned from this initiative and the challenges for the future are discussed.
