Community health projects in Quebec: can they participate significantly to promote the health of the population in the years to come?

Professeur Agrégé, École des Sciences Infirmières; Chercheur, Centre de Recherche sur les Services Communautaires; Université Laval, Québec G1K 7P4 Canada Evers (1988) suggests classifying Community Health Projects (CHPs) into three types: self-help groups, selfhelp projects and professional projects. This article first analyses the past, present and future situation of these three types of CHPs for the province of Quebec, Canada. Secondly, based on a hypothesis about the capacity of governmental agencies to develop and maintain social-change types of commitment, the paper proposes a strategy to deal with the issue of financing Quebec CHPs in the future, especially in a ‘dewelfarization’ era. Finally, the paper challenges the criterion on which Evers' typology is based and suggests an alternative one, allowing discussion of the issue of control over CHPs by the agencies financing them in a different perspective.
